July 2018 Update: Foundation Skills Assessment Tool closed
The Department of Education advises that the Foundation Skills Assessment Tool (FSAT) closed down from 1 July 2018.
The Department of Education appreciates your interest in FSAT and thanks those organisations that used the tool between September 2016 and June 2018.

The Foundation Skills Assessment Tool (FSAT) was an interactive online tool designed to identify and measure an individual's foundation skill levels – encompassing English language, literacy and numeracy skills as well as employability skills. These skills are fundamental to participation in the workforce, the community and in adult education and training.
The tool was based on the theoretical underpinnings of the Australian Core Skills Framework and the Core Skills for Work Developmental Framework:
- Australian Core Skills Framework – describes an individual's performance in the five core skills of learning, reading, writing, oral communication and numeracy.
- Core Skills for Work Developmental Framework – describes a set of non-technical skills, knowledge and understandings that underpin successful participation in work
